Evelina provides legal assistance and representation to clients operating on the Romanian market in navigating the multifaceted stages of the procedures for awarding public procurement and concession contracts, including the preparation and review of the tender documentation, negotiation of contractual clauses and procedures for challenging the documents issued by contracting authorities before courts-of-law or administrative-jurisdictional bodies (National Council for Solving Complaints).
A significant dimension of her practice relates to defence procurement, an area in which she has acquired relevant expertise by advising prominent international defence contractors on high-value tender procedures organized by the Romanian Ministry of National Defence, as well as on the subsequent performance of the procurement contracts awarded and the fulfilment of offset obligations.
Another important area of her practice is labour law, being involved in various projects that included collective bargaining procedures, personnel restructuring, transfer of undertaking, implementation of the teleworking regime, preparation of internal policies and procedures, etc.
Her activity also includes advice on commercial law and contracts.

- Member of the legal team assisting the Romanian division of one of the leading providers of telecommunications and technology services during the award of a public procurement contract (amounting to approximately EUR 5,000,000) for the provision of telephone services (including for challenging the result of the procedure).
- Member of the legal team advising a South Korean nuclear energy company during the preparation of the tender within a sectoral procurement procedure for the execution of works at a nuclear power plant, the EUR 195,000,000 procurement contract being awarded to the client.
- Member of the legal team advising a major international construction group on various issues arising during the performance of works contracts for significant infrastructure projects, including metro lines and an urban overpass, encompassing matters such as contract execution, performance guarantees, and reception of works.
- Member of the legal team advising an international defence contractor during participation in the restricted procurement procedure for the award of a EUR 1.8 billion supply contract for an integrated weapon system, including the analysis of the award documentation, submission of clarification requests, and preparation of the tender documents.
- Member of the legal team providing legal assistance to an international defence contractor in connection with a USD 1 billion framework agreement concluded with the Romanian Ministry of National Defence for the supply of wheeled armoured vehicles, including advice on offset operations, drafting and revising contractual documents and related regulatory approvals.
- Member of the legal team advising an international defence contractor in connection with a restricted tender procedure for supply of Mini UAS systems, in the pre-award phase (analysis of tender documentation, preparation of clarification requests, submission of the bid) and post-award phase (contract performance matters, support for offset obligations). The mandate also extended to the client's Romanian subsidiary, including assistance during the incorporation and authorization procedures and day-to-day activities.
